It's a noble and achievable goal to end poverty for all human beings, especially for those in Sub-Sahara African, India Sub-contenent and Asia.
Over the last few decades, China has done an impressive job for lifting millions of Chinese out of poverty. However, there is still a long way to go for China though because the number of poor people in china is still very large.
Dr Sachs's book offer some insights on how to end poverty:

* Human capital: health, nutrition, and skills needed for each person to be economically productive.
* Business capital: the machinary, facilities, motorized transport used in agriculture, industry, and services
* Infrastructure capital: roads, power, water and sanitation, ariports and seaports, and telecommunications systems, that are critical inputs into business productivity
* Natural capital: arable land, healthy soils, biodiversity, and well functioning ecosystems that provide the environmental services needed by human society
* Public institutional Capital: the commercial law, judicial systems, government services and policing that underpin the peaceful and prosperous division of labor
* Knowledge capital: the scientific and technological know-how that raises productivity in business output and the promotion of physical and natural capital.
